Mr. Carter has more than 34 years of combined government and industry experience in intelligence, homeland security, and emergency management. Since 9-11, Mr. Carter has become a nationally recognized substantive expert in the protection of Critical Infrastructure Key Resource (CIKR) to include Transit Systems. He holds numerous assessment certifications, has developed physical security assessment tools, and has produced more than (500) comprehensive Vulnerability, Risk, Threat and Security Assessments for nearly all the 16 DHS critical sectors. Mr. Carter’s transit related security project experience includes comprehensive Threat and Vulnerability Assessments (TVA) for both design-build and existing transit infrastructure, including: -MBTA (Boston) Green Line Extension (GLX) -Maryland Purple Line -Miami-Dade Transit (MDT) -Broward County Transit (BCT) He also led and played key roles on numerous DHS-HSEEP compliant preparedness & response exercises for the Metropolitan Atlanta Rapid Transit Authority (MARTA), and has provided statewide FEMA NIMS-ICS certification training to the Minnesota Department of Transportation (MnDOT). Mr. Carter has been interviewed on national television and published in various international magazines. His most recent article, “Three Dimensional ICS” -- the Incorporation of Small Unmanned Aerial Systems (sUAS) into the NIMS and ICS Frameworks” was featured in Homeland Security Today Magazine.
